General information
Electrotechnical Review publishes original scientific papers, review papers, book reviews in the field of electrical engineering, broadly defined, and selected materials after scientific conferences. Original should be understood as works not previously published in full or in significant part in other publications, including authors (if the work is an excerpt from another published work, e.g. doctoral thesis, habilitation etc. it should be included in the literature list and the editors informed about it). Materials on research of new electrotechnical equipment being introduced to the market may also be published.
Publications to the editor should be sent via the electronic publication submission system(https://www.editorialsystem.com/pel/). Organizers of scientific conferences wishing to publish post-conference materials are asked to contact the editorial office by e-mail(red.pe@sigma-not.pl).
Articles sent to the editorial office can be written in Polish or English. The choice of publication language is left to the authors – as an organ of the Association of Polish Electrical Engineers, we should not discriminate against publications in Polish. However, the Polish Ministry of Science and Higher Education recommends that scientific journals should contain no less than half of their publications in English.
The article submitted to the editor (article file in pdf format) should be pre-formatted according to the guidelines (template.docx) found on the editor’s website in the downloadable documents section.
Responsibilities of the Author
Author:
- submits only original works, unpublished and not sent in parallel to other publications,
- uses only the institutional email address in the publication submission process and in the body of the publication (gmail, yaahoo etc. addresses are not acceptable and publications will be sent back for completion)
- is responsible for the factual accuracy and reliability of the data,
- prepares the article in a clear manner that allows other researchers to repeat the research,
- Reliably cites sources and presents the current state of knowledge in the field,
- must indicate in the work the text or elements of the work, e.g., drawings, which were generated by AI, (this information should be placed in the body of the article after the references).
Additionally, Author:
- informs the editors of previous publications of partial research results,
- assures that the research data has not been falsified or manipulated,
- lists all co-authors who made significant contributions to the research, conception or development of the text,
- discloses the contributions of individual authors as well as sources of funding and potential conflicts of interest(financial disclosure),
- stores the source data of the research so that it can be made available upon request from editors or control institutions,
- informs the editors of significant errors noticed after publication and cooperates in correcting them.
Publication process
After the publication is sent to the editorial office, its initial review takes place to examine the compatibility of the submitted article with the profile of the journal. After that, articles that have passed this stage are sent to reviewers for evaluation. Reviewers have 7 days to accept the invitation and 30 days after acceptance to send reviews. It should be noted that the publication process is significantly prolonged when reviewers do not respond to the invitation and invitations to review must be sent repeatedly. Publications are sent to the next stage after receiving a minimum of two positive reviews. The editors reserve the necessity of repeated reviews of articles in some cases. Once an article is accepted, it will be formatted to standardize all articles published in Electrical Engineering Review. At this time, authors will be asked to send editable files of the publication along with source files of drawings and a copyright transfer agreement to the editors. Drawings sent to the editor should be of appropriate resolution (min. 200 DPI) and in an appropriate standard (preferably in *.jpg, *.tif or other commonly used standard). The standard width of the drawing is 8 cm column width. Descriptions on a drawing reduced to this width should not be smaller than 2 mm. Special attention should be paid to the font size of the axis descriptions of the presented characteristics. Too small a font can hinder the readability of the presented results and their interpretation.
It should be noted that the number of pages after the formatting of the publication may differ from that after the acceptance of the article. After formatting, the article will be sent to the authors for approval. Based on the number of pages after formatting, the fee for publishing the article will be charged i.e. 300 PLN (net) or 75 EUR per page or. After the various stages of article processing are completed, information is sent from the system to the authors. In addition, the system allows authors to send a query to the editorial office.
Responsibilities of the reviewer
The task of the review process is to assist the Editor-in-Chief and the editorial board in deciding whether to publish the article and possibly help the Author to improve or enhance his work. The reviewer should objectively assess whether he or she can undertake to prepare a review of the article, taking into account the substantive scope of the material and the time frame specified by the editors. A reviewer shall not undertake the preparation of a review if he or she determines that there is a conflict of interest arising, for example, from financial, personal or business relationships with any of the authors of an article, company or institution. The reviewer shall treat all materials received from the editorial office as confidential and shall not provide information about them to third parties without the permission of the editorial office and shall not use them in his own scientific activity without the written permission of the Author. The review should be prepared objectively, clearly, unambiguously, without personal references, and critical remarks supported by specific arguments. The reviewer should inform the Editor if he/she finds content in the article with a significant degree of similarity to that found in other publications he/she is familiar with.
Since the Electrical Engineering Review is monitored by WoS and SCOPUS, reviewers are asked to control the relevant international standards (level of work, its originality, bibliography).
Reviewers are prohibited from sharing the reviewed article with AI platforms, i.e. Chat GPT, Perplexity, Gemini etc.
Reviewers are asked to respond to the invitation for review in a timely manner. Even if the invitation to review is declined, this will help expedite the processing of the publication.
Reviewers who prepare 10 reviews of articles submitted on a regular basis will receive the opportunity to publish their own article (up to 6 pages) free of charge as a discount. Reviews will be charged in the publication editing system from September 1, 2025.
Responsibilities of the Editor
The editor evaluates the material in a completely objective and fair manner, without discriminating against authors on the basis of religion, political beliefs, ethnic and geographical origin. He bases his decisions solely on the content of the analyzed article taking into account its originality, scientific value, clarity of presentation of issues, importance of research or information for the scientific and technical community in the field. The Editor treats all materials received from Authors as confidential and does not provide information about them to persons who are not directly involved in the publication process (authors, editors, reviewers, etc.) and does not use them in his own scientific activities without the written consent of the Author. The Editor allows the Author to publish a factual polemic, referring to the part of the article subjected to criticism. The Editor does not block the possibility of publishing negative research results. The Editor, together with the Editorial Board, shall pay special attention to the applicable legal requirements regarding copyright.
Principles of Ethics
Principles of ethics concerning author’s materials published in SIGMA-NOT Publishing House journals (developed on the basis of the guidelines of COPE – Committee on Publication Ethics) SIGMA-NOT Publishing House, as a publisher of professional journals, is obliged to take measures to observe ethics in author’s materials, to publish high quality articles and to prevent unethical phenomena in science. Adherence to ethics is expected equally from all participants in the publication process: authors, editors, reviewers and the publisher.
Dealing with unethical practices
In a situation where there is a suspicion of dishonesty in a published or reported article, particularly concerning the phenomenon of plagiarism, “ghostwriting” or “guest authorship”, the Editor takes steps to clarify the matter, with the Author first being asked to respond. In the case of confirmed unreliability significantly violating the rules of ethics, the Editor takes further steps, which may include publishing information about the detected unreliability and notifying the units to which the Author is affiliated. All manifestations of academic dishonesty are documented by the Editor.
